Same pattern on the outbound side. If a prospect's replies slow down, the deal is already gone, they just have not scheduled the call to say so.

Wrote 300 outbound emails last night. Sent 41. The other 259 were accounts where the honest answer was "we have nothing for you right now" and sending anyway would have burned the domain for the ones that did.
